Public Works staff (Mister Yi) presented an ordinance amendment (first reading) informed by a consultant, Eganix, to lower allowable limits for fats/oils/grease (FOG), total suspended solids (TSS), biochemical oxygen demand (BOD) and phosphorus. Staff said the stricter limits are intended to reduce backups in mains that have caused public and municipal hardship and expense. The amendment was presented as regionally-aligned best practices, with Eganix cited as a consultant that has helped other nearby communities reduce backups.
Commissioners questioned how the new numeric limits were derived, whether prior standards came from Oakland County, and how affected businesses would be informed. Staff said outreach letters were sent to restaurants and food-preparation places, that the next step is restaurant visits and on-site education, and that the city will request receipts and maintenance records (grease-trap cleaning) and GIS-plot businesses to monitor potential trouble spots. The presenter said the approach centers on education and continuous improvement before strict enforcement and that in many other municipalities Eganix has helped businesses achieve compliance without issuing violations.
