Heideck and other council members described the resolution as a stopgap that could be repealed after the development code is finalized; supporters cited concerns about setbacks, heights and noise near residential areas. The motion to suspend the rule required by section 5.1 of the Baberton City Charter and adopt the resolution carried on a roll call that recorded affirmative votes from the attending council members.
