Elyria committee approves amended CRA‑1 boundaries and policy changes to reflect Senate Bill 33

Elyria’s Community Development committee voted to amend Community Reinvestment Area No. 1 to conform to changes made by Senate Bill 33 and to adjust the CRA boundary. Community Development Director Scott said Senate Bill 33 "essentially remov[es] state pre approval requirements" and increases local flexibility on abatement levels; the proposed CRA‑1 boundary would extend at Midway Boulevard and West River Road North closer to I‑90 and over to Ford Road to include an area not previously included.

Scott told the committee this proposed expansion complies with current and proposed zoning. Committee members asked whether the change would affect a nearby housing development; staff said it would benefit that project's state application. The committee moved and carried the ordinance to amend CRA‑1; finance concurred.
