Lennar outlines 604-acre ‘Haven at North Corner’ and asks council for review committee

John Hardy of Lennar Homes told Lancaster County Council that the company proposes ‘‘The Haven at North Corner,’’ a 604.56-acre development with about 926 homes and roughly 168 acres of common open space.
Hardy said Lennar plans to donate land for a future elementary school, a convenience-center site and land for a future fire and EMS station. He listed monetary contributions he said the company will make: a combined roughly $1,221,000 toward public safety (broken out in his remarks as per-home amounts), about $2,037,000 for the Lancaster County School District (Hardy also cited a per-home figure), and $825,992 to Lancaster County for parks — which he summarized as a total of about $4,084,586 in cash plus the land dedications.
Hardy said the overall site is ‘‘quite sizable,’’ comparing the 168 acres of open space to several local athletic complexes, and added that Lennar has already contracted locally for materials and labor. He described the development agreement process as the reason the company was before council and said Lennar requests that council begin the formal development-agreement review process.
Later in the meeting, county staff summarized UDO section 9.2.0.186 options for council when receiving a development agreement: appoint an ad hoc committee to review the agreement, solicit comment from county departments/boards/commissions, negotiate and draft terms, and/or engage outside consultants. Council voted unanimously to create an ad hoc review committee to examine the Lennar development agreement and directed the chair to appoint the committee members.
No final approvals or changes to the development agreement were made at the meeting; council actions were limited to forming the ad hoc review committee to vet the agreement and report back.
What happens next: the ad hoc committee will review the development agreement and make recommendations to full council; any negotiated terms, final approvals or ordinance amendments would return to council for formal votes.
