Napoleon City Council approves utility rate adjustment and directs multiple pieces of legislation, including waterline funding application

At its September meeting, the Napoleon City Council approved several motions affecting utility rates, local regulations and project financing.
Power-supply cost adjustment: The council voted to approve the power supply cost adjustment (PSCA) 3-month average factor for September 2025 (0.0125) and JV2 (0.134966) after a brief staff explanation of market trends. The motion passed on a roll call in which the council members recorded affirmative votes (Ross, Ken, Bobby, Jordan, Tom, Doctor Dave, Britney).
On-street parking schedule: Council directed the law director to draft legislation to update the on-street parking schedule for the Old School Drive area and adjacent streets (Old School, Claremont, Kenilworth to Woodlawn; possible elimination of parking on Clermont), citing development of new villas in the neighborhood as the reason for the review. City engineer Chad Lopes explained the operational issue and asked for drafting authority.
Electric rules: Council directed the law director to draft revisions to Electric Rule 12 and Rule 26 (excluding Rule 12.8 for later consideration) to reflect the city’s new AMI service. Changes discussed include allowing customers who opt into electronic notice to receive discontinuance notices by email, and renaming fees previously called "trip charges" to "connection, disconnection, and reconnection" to account for remote operations.
Maumee River waterline crossing funding: The council directed the law director to draft legislation to allow the city manager to apply for WSRLA funding for the Maumee River waterline crossing project. City engineer Chad Lopes said the project’s pre-nomination was accepted and that the application must be filed by Oct. 15; he estimated project costs "in the neighborhood" of $2.5 million to $4 million and said the design-phase loan would roll into construction if funded. He noted potential loan forgiveness would be determined later and that federal paperwork applies to WSRLA funding.
Appointment: The council appointed Ginny Minnick to the combined general health district board to fill the unexpired term of Joel Miller; Henry County Health Commissioner Joy Ermey recommended Minnick.
Collective bargaining and IAFF: The council entered an executive session to discuss collective bargaining, returned with no action taken inside the executive session, and then voted to direct the law director to draft legislation to enter a new bargaining unit agreement with the Napoleon Fire Department (IAFF). The motion passed on roll call.
Other business: The council approved payment of bills and financial reports in the absence of objections and adjourned.
