Keystone solar annexation delayed as Ameren interconnect and underground gas line prompt site reconfiguration

Mister Oblitt said Keystone’s representatives are still in discussion about panel placement and that Ameren recently identified a service line and awarded an interconnect, prompting the developer to reconfigure the layout. Mister Bateman said Ameren had not previously mentioned a large gas line, which changes setbacks and may require including two or three parcels rather than one; he said the annexation will remain an agreement between Mr. Cross and Keystone and will not involve unrelated property owners.
Staff said no action is required by the city until parcel numbers and legal descriptions are submitted; the matter may return to a later committee or council meeting once Keystone provides the required survey information and addresses tax and right-of-way questions.
