Pierce County approves land exchange with Rainier Resources LLC to support Puyallup River floodplain project

Pierce County Council on Sept. 30 approved Resolution R2025-200 to authorize a real estate exchange with Rainier Resources LLC to support capital improvement project 17O8, which aims to reconnect the Puyallup River to its floodplain.
Paul Vokey, council staff, explained the county previously declared three parcels surplus under ordinance 2023-4, and the proposed exchange would convey about 13.25 upland acres from the county in exchange for approximately 19.8 acres owned by Rainier Resources LLC that are necessary for the floodplain work. The project is part of the county’s 2020–2025 surface water improvement plan and is intended to remove a segment of Needham Road to allow the river to flow more freely, reduce sediment buildup and enhance fish and wildlife habitat.
Vokey said the exchange is consistent with Pierce County code and prior conditions set forth in ordinance 2023-4. The resolution received a due-pass recommendation at the Rules and Operations committee and was adopted by the council on roll call, 6 ayes, 0 nays.
Councilmembers noted the item had been discussed extensively in committee and staff had answered questions during prior hearings. Vice Chair Herrera reminded the public that the matter had been vetted in committee prior to the final vote.
