Pierce County Council approves $100,000 for inclement-weather response from homeless document recording fee fund

The Pierce County Council on Sept. 30 approved Resolution R2025-198 authorizing $100,000 in expenditures from the county's homeless document recording fee fund to implement an inclement weather response plan.
Mary Connolly, a council policy analyst, said state law requires the county auditor to collect a document recording fee and a portion of that fee must be used to support goals in the county’s Comprehensive Plan to End Homelessness. The Human Services Department issued a 15-day request for proposals in June 2025 and received five eligible applications requesting $327,000; an evaluation committee recommended partially funding four applicants.
If adopted, the awards are: $40,000 to Multicultural Child and Family Hope Center to serve West Pierce County and Tacoma; $20,000 to the particular council of Saint Vincent de Paul of Tacoma to serve West Pierce County and Tacoma; $20,000 to Family Promise of Pierce County to serve East Pierce County and Tacoma; and $20,000 to Homeward Bound Puyallup to serve East Pierce County. Staff said the funding had already been appropriated in the county’s 2024–25 biennial budget and the fiscal impact of the resolution is de minimis.
The resolution received a due-pass recommendation from the Health and Human Services Committee and was approved by the council on roll call, 6 ayes to 0 nays.
