Committee recommends perfection for county’s cooperative bridge agreement with Kansas City and MoDOT

Richard Allen, superintendent of Park Planning and Development, presented Ordinance 6,010, an agreement among Jackson County, the City of Kansas City and MoDOT to replace the Rock Island bridge at Nolan Road and Highway 350. Allen described the project as a safety and capacity improvement and said MoDOT will handle bidding and construction administration; the county will incur no cost because funds are being provided through the City of Kansas City and MoDOT.
Allen said the current Rock Island bridge is a choke point and the new design will accommodate trail use and, if ever needed, freight-track loads in the future. “This cooperative agreement will allow MoDOT to remove the existing Rock Island bridge and replace it with the new bridge that can handle freight track traffic in the future... but it will remain as a trail,” Allen said.
There were no substantive legislator questions recorded. The committee voted to “perfect” the ordinance and recommended it to the full legislature for further action.
Background: The project location was described as the Nolan Road and 350 intersection; MoDOT will administer construction and the trail will be temporarily closed during work. Staff identified Heather Burrows, MoDOT project manager, as the project engineer present at the meeting.
