In a utilities update, staff said soil borings for a planned new water tower are scheduled to begin this week or next and are expected to go down about 40 feet. Police reported 290 calls for service during August, including a range of traffic stops, suspicious-activity and disturbance calls, and 11 property-damage crashes with four injuries; staff noted the department recently hired two additional part‑time officers.
During miscellaneous and public-comment periods, council staff offered to provide residents copies of subdivision plats and to inspect reported locations when residents raise concerns about utility placements and damages; staff said Westville permits its contractors and can pull permits to stop work if contractors' performance is not acceptable. No ordinances or budgetary votes were taken during the meeting beyond routine approvals.
