Board adopts stormwater technical standards manual; approves PACE final reimbursements

Madison’s Board of Public Works and Safety adopted a stormwater technical standards manual on Oct. 6 as the companion technical reference to the city’s updated stormwater ordinance. Staff said the manual — prepared with consultants (OHM) — integrates runoff storage and conveyance methodologies, emphasizes construction pollution controls, long‑term post‑construction BMPs, drainage easements and comprehensive design standards.
The mayor noted the ordinance update was adopted earlier and the manual completes the regulatory package the city will use for plan review and permitting. Consultants indicated the manual is technical in nature and mirrors state guidance where appropriate. The board approved the manual by voice vote.
Separately, the board approved final PACE payments (façade grants and preservation reimbursements) for multiple properties — including Marine Street and East Main Street projects — and reviewed before‑and‑after photos as part of the program’s final reimbursements. The mayor thanked property owners and urged continued preservation efforts.
