SBEC adopts technical revisions to chapter 2.31 to streamline assignment guidance

The State Board for Educator Certification voted to approve proposed revisions to 19 TAC chapter 2.31, which provides assignment guidance for preKthrough grade 12 settings across several subchapters. TEA staff said the changes consolidate certificate areas that had identical provisions, apply technical edits to improve clarity, and repeal and replace Subchapter E to remove certificates that no longer align with current course offerings. Staff cited an example where legacy vocational-agriculture certificates were creating HR confusion and said the new language would permit any valid vocational/CTE classroom-teaching certificate to qualify for assignment in the corresponding subject area.
The motion to approve the chapter 2.31 revisions was made by Dr. McFarland and seconded by Julia Dvorak; the motion carried. (See SEG 641SEG 659.)
Board members thanked staff for the clarification and for coordinating with curriculum/CTE teams to align assignment rules with the State Board of Educationadopted courses.
What happens next: Staff will publish the adopted revisions in the Texas Register and update agency guidance for district HR offices.
