SBEC outlines contractor review, timeline to decide whether National Board Certification may count for TIA designation

The board discussed a statutorily required review to determine whether National Board Certification may be used by school districts as a Teacher Incentive Allotment (TIA) designation.
Staff explained the two‑part process set by statute: (1) TEA will recruit and contract specialized reviewers to examine National Board’s published standards, training materials, portfolios and content‑assessment items to determine whether any portion conflicts with Texas law and the State Board of Education’s instructional‑materials suitability rubrics (IMRA); (2) an SBEC subcommittee will review the contractor reports and recommend whether to reauthorize or revoke National Board as an eligible designation for TIA. If the board does not act to reauthorize by Dec. 31, 2026, authorization is automatically revoked under the statute.
Staff proposed 3–5 contracted reviewers and circulated draft minimum qualifications: at least five years’ experience in Texas public schools or district/campus leadership, experience reviewing instructional materials (IMRA) or suitability, higher‑education or EPP experience, and (at least for one reviewer) direct National Board experience. Board members urged TEA to ensure reviewer teams are balanced (include classroom teachers, higher‑education faculty, IMRA reviewers, and reviewers familiar with statutory interpretation) and to include reviewers with subject‑matter expertise in reading and early literacy, math, CTE and fine arts where National Board pathways exist.
Materials to be reviewed include National Board standards, candidate-facing published materials and test item banks. Staff plans to begin contractor reviews in November, present contractor reports to an SBEC subcommittee in April, and seek full board action before the 2026 statutory deadline.
Board members asked staff to assemble reviewer teams that combine Texas public‑school experience, IMRA/hqim familiarity, and at least one person with National Board certification experience so the team can interpret National Board artifacts in context.
