Auditors deliver LEA best-practices handbook aimed at raising student achievement; legislature refers handbook for review

Deputy Auditor General Darren Underwood and audit staff presented a best-practice handbook intended to help local education agencies (LEAs) align board, central-office and principal roles to improve student learning and academic achievement.
The handbook draws on site visits, national research, and input from partner organizations and recommends a set of practices (9 for local boards, 8 for central offices, 10 for principals) the auditors say, if implemented collectively, help create the governance conditions for improved outcomes. Presenters said the handbook is designed as a living, practical manual with examples, implementation “homework,” and training resources.
The committee praised the practical, implementation-focused approach and asked the auditors to continue partnerships and training efforts; the auditors described planned outreach with BYU, the Superintendent’s Association and other partners to deliver training and support. President Adams moved to refer the best-practice handbook for review by the Education Interim Committee and the Public Education Appropriations Committee; the motion passed by voice vote.
