Columbia County amends continuing services contract, sets procurement limits and awards CEI work for road relocation

County staff presented and the board approved a narrowly scoped addendum to a continuing services contract to allow diversion of smaller engineering assignments to a contractor whose original scope excluded construction-related work. Staff said statute "287055" imposes procurement thresholds and stressed amendments must keep project values below those thresholds; Joel cited Category Two at $35,000 and Category Five at $325,000 as the applicable limits.
Separately, the board approved an agreement with RS&H for construction engineering and inspection (CEI) work on phase two and phase three of the Farwell/Quadrant relocation project. The CEI contract was described in the packet at approximately $1,282,944; staff said the full construction program is roughly $25 million and that the project team expects completion by October 2026. Commissioners approved both motions by voice vote.
Staff emphasized the need to avoid exceeding statutory thresholds in amended continuing-service scopes to prevent triggering the requirement to competitively relet work; to exceed thresholds, the county would need to re-bid the services.
