Assembly hears tide‑line mapping rationale; member to propose amendment on Valley View Park

Anchorage planning staff told the Assembly on Nov. 7 that proposed map language would shift coastal community council boundaries from a low‑tide baseline toward mean high tide to reflect more usable shoreline mapping, and that affected developments in tideland/title areas are regulated by the Department of Natural Resources (DNR).
Tonya Davis, senior planner, said some maps that purport to show mean low tide are inaccurate and extend far into inlet mud flats. “We don’t know where Mean Low is. It’s not a feature,” she said, adding that the DNR is the regulatory body for activities in title areas and that public notices for those proposals are posted through the state’s online public notice system rather than mailed to community councils.
Assembly members asked whether any residents would be affected by the shift from low tide to mean high tide; a member asked specifically if anyone lives between the low and high tide lines. Davis answered “No.”
Separately, an Assembly member said they intend to propose an amendment concerning Valley View Park to place the park clearly inside North Star Community Council or to draw a dividing line through the park so neighborhood identity aligns with the boundary map. Davis pointed to Exhibit C, pages 32–33, for the map and the staff rationale for keeping the current recommendation in that boundary study area.
No vote was taken. Staff offered to supply visual maps and scenario population figures on request; recordings and minutes for the committee meetings are posted on the project web page and in Exhibit D1.
