The Pittsboro Board of Commissioners approved a development agreement and the Phase 1 preliminary plat for Reeves Farm at its Nov. 10 meeting. The preliminary plat covers the first of four planned phases and proposes about 250 lots.
Developer representatives told the board that much of the project’s early expense is front‑loaded: recreation land and off‑site infrastructure improvements will be provided during Phase 1. The board approved the preliminary plat subject to payment of a $500,000 fee‑in‑lieu and dedication of roughly 49.69 acres of public recreation land prior to final plat approval.
Affordable housing timing and access
The developer said affordable housing units—calculated as a percentage of units built—are planned for later phases to allow the project to absorb large early infrastructure costs. "Phase 1 allows us to recoup early infrastructure costs so that we can shoulder the affordable housing on our own," developer representative Jody Leidoff said. Staff and the developer noted that the first phase will include substantial on‑site recreation acreage and upfront transportation improvements that will also benefit later phases.
Emergency access and transportation mitigation
Commissioners asked about emergency access and traffic impacts. Developer representatives said they worked with fire marshals to provide a second means of emergency egress using an upgraded existing gravel road and that off‑site traffic improvements (turn‑lane extension and a future signal at key intersections) are included in the traffic impact analysis and phasing plan.

The board approved the development agreement and the preliminary plat with the identified recreation land dedication and fee in lieu; staff will verify final acreage and technical plat details during the final plat process.
Next steps
The developer may begin final engineering and submit final plats for Phase 1 once required off‑site improvements and conditions are satisfied. Affordable housing units are scheduled in later phases, with the developer targeting a mix of home‑ownership and rental product over time.
