Waltham council approves resolutions, CPA allocations and multiple finance transfers; tables Trapello Road loan authorization

The Waltham City Council approved a slate of resolutions, committee recommendations and finance transfers during its Oct. 14 meeting, while tabling a proposed loan authorization for a major recreation plan.
Resolutions and ceremonial votes Councillors unanimously approved a resolution recognizing October as Breast Cancer Awareness Month after suspending the rules to act without committee reference. The council also adopted a resolution recognizing the U.S. Navy’s 250th anniversary; Councillor Shanti Durkee delivered remarks on Waltham veterans and moved to approve the resolution without committee reference.
CPA allocations and roll-call approvals The council approved two Community Preservation Act (CPA) allocations recommended by the Long Term Debt & Capital Planning Committee. Members voted to allocate $77,250 for steeple preservation and restoration at First Parish in Waltham (Waltham Universalist Unitarian, Inc.); the clerk recorded a roll-call vote with 13 in favor. The council also approved $942,575 in CPA funds for window restoration and masonry at St. Mary’s / St. Joseph building; the clerk recorded 13 in favor on the roll call.
Loan authorization tabled A loan authorization of $6,356,860 recommended for funding final areas of the 200 Trapello Road Recreation Plan was presented for first reading. Councilor Durkee moved to table the matter on the council floor; that motion passed by voice vote, leaving the loan authorization for later consideration.
Finance committee items The Finance Committee’s recommendations were approved by the council and included: a $2,901 transfer between auditor accounts for office equipment; $9,704 to purchase and install a BigBelly solar receptacle on Newton Street; $9,700 to purchase rectangular rapid-flashing beacons for Fall River Street/Wall Street (as listed); $140,000 to fund an owner’s project manager for moving public works into a former property; and $128,000 for structural design services for the Common Street garage. Councilor McMenamin recused herself from at least one item where noted.
Licenses and other committee actions The Licenses & Franchises Committee recommendation to approve a Class 2 license for New England Transit Sales Inc. at 215 Lexington Street was approved by voice vote.
What’s next: committee follow-ups Several items were referred to committees for follow-up: the License & Franchise Committee will address outstanding grant-of-location questions and the Ordinance & Rules Committee will review recent noise-ordinance amendments with the city solicitor at the Oct. 20 meeting. Public Works and the city solicitor were asked to provide information to the License & Franchise Committee by Oct. 20.
