Council questions safety, egress and ADA compliance on two separate utility sidewalk petitions

Two separate grant-of-location petitions drew council scrutiny on Oct. 14 over pedestrian egress, sidewalk replacement and ADA compliance.

At 25 Tavern Road, attorney Brett Francis represented petitioners seeking permission to open the public sidewalk to bring underground electrical service from a pole into a private property. Francis said the work will not affect the street and estimated the work could take "a day or two"; he confirmed contractors will be required to replace any disturbed concrete sidewalk panels with new concrete, not patches. Councillor Paulus Katz asked for any memorandum related to street-opening permits and requested committee clarification on whether the work needs a street-opening permit. Katz also asked how safe pedestrian egress would be maintained while the sidewalk is open; Francis said he would look into the matter and provide details to committee.

Separately, National Grid requested to move two existing vent poles from private property onto the sidewalk to support a regulator station near Hall and Taylor streets. Councilor Robert G. Logan flagged that several plan sheets lacked a scale and asked National Grid to provide a plan that demonstrates a minimum 36-inch ADA clear path from the back of curb. He also asked the company to use the same attractive vent pipes already installed elsewhere and to fully replace any concrete panels disturbed by the work. National Grid agreed to provide a scale/ADA compliance plan and confirmed the current vent pipes would be used on the sidewalk.

Neither petition received final council approval during the meeting; councilors requested additional documentation (ADA-compliance plan, timeline and pedestrian-egress plan) for committee review. The License & Franchise Committee is expected to address both petitions at its meeting on Oct. 20, 2025.
