Romulus council authorizes purchase of cardiac monitors and mechanical CPR devices under FEMA-supported contract

The Romulus City Council on Nov. 10 authorized administration to piggyback on a Savick Buying Group contract with Stryker Sales LLC to purchase eight cardiac monitors and three mechanical mechanical CPR devices at a total cost not to exceed $598,535, Mayor McCray said during the meeting.

Mayor McCray asked the council to approve the purchase "to piggyback under the Savick Buying Group contract from Stryker Sales LLC for the purchase of the requested medical equipment at a total cost not to exceed $598,535. Those funds will be available under the FEMA grant," according to his remarks on the council floor.

Councilmember Roscoe moved the measure and Councilmember Talley seconded. The council took a roll-call vote and the motion carried with all voting members recorded in favor (Miss Roscoe, Miss Talley, Mister Wadsworth, Miss Abdo, Mister Jones, Mister Croft and the chair voted yes).

The purchase authorization followed council action earlier in the meeting to recognize FEMA Assistance to Firefighters Grant (AFG) revenue for lifesaving equipment. At agenda item 6C the council approved budget amendment 25/26-10 to recognize $544,122 in FEMA AFG grant revenue for lifesaving equipment. The meeting record does not reconcile the $544,122 grant-recognition amount with the not-to-exceed purchase price of $598,535; the transcript records both actions and amounts but does not state how the city will cover any difference.

The measure was presented by the mayor as an administrative procurement using an existing cooperative buying contract; the motion language in the record references Savick Buying Group contract number 2024-06 and the vendor Stryker Sales LLC. The purchase and related grant recognition will be reflected in the city's public records and financial statements.
