Black Mountain Water District asks Morrow County to convey narrow strip of land for equipment storage

Nancy Argson, secretary-treasurer of the Black Mountain Water District Improvement Company, asked the Morrow County Board of Commissioners to convey a 20-foot-wide by 669.56-foot-long strip of land between the water district parcel and neighboring property owner Ray Atterbury so the district can build a small building to store vehicles, tools and equipment.

"The survey confirmed that this strip appears to have no recorded ownership," Argson said, and she added the district and the neighboring property owner "are in complete agreement that the most practical and beneficial solution for the county is to convey this strip to the water district." Argson said the district serves about 164 residents in the Blake Branch area about 20 miles southeast of Heffner and that keeping equipment outside leaves it exposed to weather, damage and theft.

Argson cited county authority to convey property for public purposes under state statute and asked Morrow County staff to use that process. She offered to assist county staff with survey, title or documentation required to formalize a conveyance and asked the board to consider the request at a future meeting.

The request was made during the public comment period (transcript SEG 037–SEG 083). The board did not take a formal vote on the conveyance during the meeting; Argson asked the commissioners to place the item on a future agenda and offered to provide documentation and follow-up with county staff.
