The Lackawanna County Board of Commissioners on Nov. 5 approved a payment-processing agreement with Allpaid Payment Network for the Treasurer's Office that county officials said will reduce fees for taxpayers and provide additional payment options.
County Treasurer Angela Rimpi Jones told the board that the county's existing vendor — used since about 2009 — charges fees up to 5% for delinquent real‑estate tax payments and up to 6% for other transactions, while Allpaid's fee is 2.15%. She said Allpaid offers e‑check payments, a bilingual call center, three free credit-card swipe/tap terminals and a deep integration with the county's new RBA delinquent‑tax software, which she expects will improve collection efficiency.
"For example, a $2,000 credit card charge currently would cost the taxpayer a $100. That same transaction with Allpaid would be only $43," the treasurer said (transcript: Angela Rimpi Jones, SEG 872–876). She told commissioners the agreement carries no cost to the county and can be dissolved on 30 days' notice.
