Albany County Legislature passes broad package of resolutions on infrastructure, services and bonds

The Albany County Legislature on Nov. 10 approved a broad set of resolutions spanning procurement, social services, intergovernmental agreements and two bond issuances.
Among the items the legislature approved were: an agreement with Morton Salt for road salt for the 2025–26 winter season (Resolution 4 12); amendments to the Department of Public Works 2025 budget (overtime and equipment); an agreement with La Bella Associates for soil and groundwater remediation related to a fuel leak at the New Salem Road facility (Resolution 4 14); an agreement with Capital Region Landfills regarding leachate processing for the Colony Landfill (Resolution 4 16); contracts for construction services for the Shaker Tower renovation project (Resolutions 4 19–4 21); and multiple agreements for senior meals, transportation and congregate services with local providers (Resolutions 4 34–4 40).
The legislature also read and passed two bond resolutions: one authorizing $250,000 in bonds for the Powder Hollow Creek stream bank stabilization project (transcript reads estimated maximum cost $250,000 and authorizes issuance of $250,000 in bonds) and another authorizing $1,450,000 in bonds to acquire heavy-duty vehicles and equipment for county use. Both measures were taken by long roll call and recorded as passing unanimously in the transcript.
Other authorizations included agreements for juvenile supervision services with the Research Foundation for the State University of New York, case management for law enforcement-assisted diversion with St. Catherine Center for Children, and funding and agreements for low-barrier shelter services and Code Blue warming centers.
On public-safety budgeting, the transcript records authorization of a 2025 Next Generation 911 grant program agreement and an amendment to the sheriff's office budget; the clerk noted Mister Joyce abstained on Resolution 4 70.
