Executive Officer Anthony Lum briefed the full board on budget, licensing, examination and enforcement statistics at the Nov. 8 meeting.
Budget: Lum said the expenditure‑projection report shows roughly $265,000 (about 9.3%) projected remaining for the fiscal year and a fund condition of about $4.48 million, representing approximately 21 months of operations at current staffing levels; prior salary savings from vacancies contributed to earlier reversions to the fund.
Licensing & examinations: Licensing and law‑and‑ethics exam statistics for the quarter ending Sept. 30, 2025, are in the packet (pages 99–109). Staff noted continuing concerns that some graduating students treat the law‑and‑ethics exam as an afterthought; the board continues outreach to educators and students to increase preparedness.
Continuing‑education audits: EO Lum said the CE audit fail rate has remained about 40% despite outreach and enforcement efforts. When licensees fail audits and do not comply, staff place renewal holds until auditors show compliance.
Enforcement staffing: The executive officer reported several enforcement vacancies that have stretched staff capacity. The program is cross‑training existing staff and, where necessary, will coordinate with the Dental Board for major investigations. Lum said a special‑investigator recruitment advert is ready to post.
What this means: the board’s fund position remains healthy in the short term, but staffing vacancies affect enforcement workload. The high CE audit fail rate indicates continuing noncompliance among a subset of licensees and will remain an enforcement priority.
Next steps: staff will continue recruitments to fill enforcement positions, maintain audit activities and return with updated statistics and any recommended operational changes.
