Littleton Planning Commission names reps for Boulevard subarea plan and delays EV charging code amendment

The Littleton Planning Commission on Nov. 10, 2025 approved minutes, named representatives to the Littleton Boulevard Subarea Plan stakeholder working group and voted to continue indefinitely a proposed Unified Land Use Code amendment on electric vehicle charging to allow additional interdepartmental review.

Chair Reynolds called the meeting to order at 6:32 p.m., confirmed a quorum and certified the minutes of the Oct. 27, 2025 regular meeting after a 6–0 vote approving clerk certification.

Senior Planner Zareen Tesnim, who is project manager for the Littleton Boulevard Subarea Plan, told the commission the study is a comprehensive subarea planning effort that will address land use, historic preservation, economic development, housing, transportation and streetscape/green infrastructure. "We have 6 pillars that we have identified for this project," Tesnim said. She said the project life is expected to be about "18 to 24 months," that work began this fall and that the first stakeholder meeting is expected in January or February 2026 with the plan targeting completion by October 2027.

Commissioners voted on appointments to a stakeholder working group that staff described as a representative body including members of multiple city boards and community and business representatives. Commissioner Roethlisberger nominated themself for the primary representative role and, after a motion and second, the clerk reported four votes in favor and confirmed Roethlisberger as the primary representative. Chair Reynolds then moved to appoint Commissioner Coronado as the alternate; that motion passed 6–0.

During public comment, nearby resident Pam Chadbourne criticized a recently passed measure she called "3a," calling it "poor legislation for our city" because, she said, it "puts the zoning of single family zone districts into the city charter and not our zoning code where it belongs." Chadbourne urged the commission and staff to improve cross-board process and to route related items through boards such as the Environmental Stewardship Board and the Transportation Mobility Board.

The commission also considered public hearing item PC Resolution 12-20-25, a proposed code text amendment to Title 10 of the Unified Land Use Code related to electric vehicle charging. Staff said the item responds to recent state legislation and a state model ordinance and that the state has hired a consultant to review local code language. Staff offered two paths: set a date certain (staff had proposed Jan. 26, 2026) or continue the item indefinitely to allow additional study and engagement with other departments. "We certainly plan to coordinate with Laura [the city's sustainability coordinator] and other staff to see their thoughts," staff said.

After discussion and several commissioners saying they wanted input from other boards and departments, Commissioner Coronado moved to continue PC Resolution 12-20-25 indefinitely; Vice Chair Almond seconded and the motion passed 6–0.

In reports, Community Development staff said there will be no December meeting and proposed a January discussion of a year-long work plan; staff also listed potential future Unified Land Use Code updates (landscaping, temporary uses, lighting) and coordination items with the building division.

The commission adjourned at 7:10 p.m. and expects the first stakeholder working group meeting for the Littleton Boulevard Subarea Plan in early 2026.
