The Town of Uxbridge finance committee voted unanimously to recommend favorable action on Article 1, which would appropriate return earnings to cover a projected shortfall in the wastewater enterprise fund. Town finance staff told the committee they are finalizing the certified figure required by the state Department of Revenue and provided an estimated range of $500,000–$550,000.
Finance staff said timing of the rate hearing and DOR certification delayed the precise calculation, and that the appropriation is needed to reconcile anticipated operating revenue with expected expenses for the wastewater enterprise. "This article is to appropriate return earnings to essentially make up the gap between what we anticipate for revenue versus what the actual expenses are," staff said during the hearing.
Committee members asked whether a range or a "not to exceed" amount could be presented; staff said the warrant motion requires a precise dollar figure and committed to delivering the certified amount within days so it can be posted with the warrant. Members also discussed the schedule for future rate hearings and said earlier timing (February–March) would reduce the need for special appropriations.
The committee’s favorable recommendation sends Article 1 to the Dec. 1 special town meeting; staff will post the final certified figure before the warrant publication deadline.
