Yankton County Commission approves routine claims, payroll, liquor licenses and a settlement

The Yankton County Commission took a series of routine actions at its Nov. 4 meeting.
Business approved by motion and voice vote included Part 1 and Part 2 of county claims (the transcript notes one abstention on Part 2), October 2025 payroll, the September 2025 auditor/treasurer pooled-cash report, and veteran property-tax abatements.
The commission approved the Register of Deeds third-quarter report presented by Brian, which recorded 1,367 cash transactions; 272 birth certificates; 257 death certificates; 54 marriage licenses; 234 deeds; 175 mortgages; 157 mortgage satisfactions; total fees of $82,272; and $40,800,000 in county real-estate sales for the quarter. Brian reported office expenditures at 70.6% of budget (about $13,523 below budget) and county liens totaling $168,000 (down $20,000 from the comparable quarter in 2024). The commission approved the report by motion.
The commission held the advertised public hearing for 2026 liquor-license renewals, recorded no public comment, and approved the renewals by motion.
During executive session the commission considered personnel matters and later reported no action was taken. After returning to open session, commissioners approved county welfare case 21-02-0037, a settlement to resolve litigation (66 CIV 25-31) totaling $7,827.47; the county’s share is $111.01 with a third party paying the remainder.
