Senator Ibsen, who moved the measure, said HJR 4 transfers federal funds totaling $10,000,000 (as stated on the floor) to enable appropriation under the Coronavirus Relief/Consolidated Appropriations frameworks and allow the fiscal-analyst office to work with the funding.
The Senate approved suspending the rules and then voted by roll call to pass HJR 4; the chair recorded the result as 28 ayes, 0 nays and 1 absent. The resolution will be signed by the President and returned to the House for the Speaker's signature.
