Senate advances wide package of bills to third reading; several measures circled for study

The Utah Senate on day 15 advanced a broad set of bills to the third-reading calendar, including measures on law-enforcement investigations, police equipment, tax technical fixes and health-care administrative orders. A few bills were circled for interim work or amendment.
The Utah Senate advanced dozens of measures on Monday, moving multiple second-substitute and third-substitute bills to the third-reading calendar while circling a small number for further work.
Among the bills advanced were Senate Bill 13, which tightens internal-investigation and reporting requirements for law enforcement agencies and was amended to add a two-year post-employment investigation time limit; Senate Bill 68, which establishes a pilot fund to buy tamper-resistant pistol-mounted shot-counting devices and included a $2,000,000 appropriation; and first substitute Senate Bill 109, which updates certification and accreditation provisions for emergency services, EMS and firefighting personnel.
Other measures that moved forward included SB98 (asset-forfeiture amendments), SB90 (child-welfare parental representation technical changes), SB102 (peace-officer training qualifications, including dispatchers), SB108 (penalty enhancement clarifications), SJR4 (expert-witness payment clarifications), SB25 (corporate net-operating-loss carryback for some COVID-impacted businesses), SB73 (vehicle registration fee changes) and SB95 (sales-tax resale-exemption refinements). Several bills passed with large, lopsided roll-call vote tallies — frequently 26–28 Aye, 0 Nay, with two to four absences recorded.
A handful of items were circled. Senator Maine asked that SB93 (emissions test amendments) be placed in interim study to allow broader work on vehicle safety and inspection policy following constituent complaints. Senator Fillmore moved to circle SB88 while he prepared an amendment on local-option sales-tax distribution.
The Senate completed its floor work and adjourned until 11 a.m. the next day. The advance to third reading does not itself enact the bills; those measures will return to the Senate for final consideration and a final passage vote.
