Senate adopts rules-resolution clarifying procedures, removes floor attire rule

The Utah Senate on Feb. 21 adopted Second Substitute Senate Resolution 2, a rules package intended to align the chamber’s procedures with current practice and the recommendations of Senate staff and the Legislative Rules and Governmental Conduct Committee.
Sponsor Lincoln Fillmore, chair of the Senate Rules Committee, told colleagues the resolution “comes to us from the staff of the legislative process committee” and aims to “align Senate rules with best practices.” He noted one specific change: “the section on attire on the senate floor has been removed.” Fillmore said the resolution further clarifies who may amend a bill’s long title after a floor amendment, specifying that the Senate secretary may do that with LRGC involvement.
The motion to read the resolution a third time passed on a roll-call vote; the clerk recorded 24 yeas, 0 nays, and 5 absent. With the vote, the updated rules will be used to guide floor procedure and committee referrals going forward.
The resolution was distributed to senators in advance, and Fillmore said staff and individual senators had discussed and suggested clarifying language. No amendments to SR 2 were offered on the floor before the Senate moved to final passage. The measure is a rules resolution and does not itself modify statute.
The Senate proceeded to other calendar business after adopting SR 2.
