Amy, of Mofield Property Services, told the La Porte Board of Works on Nov. 10 that crews were called in overnight for an early-season snow event but were unable to make meaningful progress because heavy, wet snow and 20 mph winds repeatedly overwhelmed equipment.
“We had 7 guys out here for 5 hours and didn't budge anything,” Amy said, describing multiple equipment failures — “I have never gone through 5 snowblowers” — and damage to vehicles and machines. She said conditions made it unsafe to continue and that crews would return later to complete cleanup.
Amy said she would not bill the city for 35 hours of the work she judged unproductive and instead would charge what she said “it typically takes me, which is 18 hours.” She told the board that she had been partnered with the city since 2007 and that this was the worst day for her business in its history due to equipment failures and the intensity of the storm.
Board members asked follow-up questions about complaints and communication. Speaker 2 asked whether the city had received complaints. Speaker 3 acknowledged that the conditions were difficult and said the board could not ask contractors to do more than safety allowed. Jamie asked to be included on contractor text updates so she could help coordinate if routes could not be completed.
Amy said crews would return that night to finish cutouts and corners when traffic was lighter, and she noted her expectation that warm weather later in the week would remove much of the snow.
The board did not take formal disciplinary action; members thanked Amy for returning and directed staff to improve communication about route status.
