Board hears legislative update on Pennsylvania budget impasse and reviews York Adams Tax Bureau budget

During the meeting, board member Mister Robinson gave a legislative update, noting Pennsylvania remains without a state budget and urging the General Assembly to act. "The budget impasse... millions of children need services and education in our public schools, and... they need it every day," he said, adding that the PSBA is urging school boards to pass resolutions demanding a budget.

Robinson also noted Representative Joe Cirici had introduced a memorandum (read as HC02835 in the meeting) proposing increased district flexibility during declared emergencies if the General Assembly fails to pass a budget within 60 days of the fiscal deadline.

Kindig briefed the board on the York Adams Tax Bureau budget: $7.4 million in projected revenues (an 11% increase), $6.8 million in expenditures (about an 8% increase), and a plan to transfer $575,000 into capital reserve for building improvements. The tax bureau's collection fee will remain at 1.75%. Kindig noted the bureau’s collections are up 4.33% for 2025 but the district’s own collections are down 2.7% year-to-date.
