The Blue Valley Board of Education received a first reading on Policy 63‑35 on Nov. 10 proposing to lower the minimum age to operate district‑owned vehicles used for operations (grounds and maintenance) from 21 to 18.
Eric Punswick, chief human resources officer, said the proposed change applies only to vehicles used to support operations and not to drivers transporting students. "Policy 63‑36 clearly outlines that if you are transporting students, you have to be 21 years old," Punswick said, and the change in 63‑35 would provide flexibility for hiring grounds and operations staff. He told the board state law and the district's insurance carrier permit the reduction and that the change is not expected to affect insurance premiums.
Punswick said the item will return for final approval at the December meeting. Board members confirmed the intent was not to affect student transportation standards and sought clarification about insurance and scope; Punswick reiterated there would be no change to 63‑36 and no premium impact anticipated.
