George Watson, counsel for Narragansett Electric Company (doing business as Rhode Island Energy), explained the operation would use a relatively small line‑pull helicopter to carry ropes across the river to allow linemen to install three conductors per circuit plus an OPGW fiber/shield wire. Contractor Cole Henry and project superintendent (Nick) said the work will use a tee box landing area on the golf course and a secondary pick‑up area, that they will not shut both lines off at once (one line must remain in service), and that they expect to perform the stringing in January and target project completion by Memorial Day.
The presenters emphasized the aircraft is not a heavy-lift Sikorsky and showed photos of similar line-pull operations. Councilors framed the presentation as informational and expected advance public notice to residents near landing or flight paths so people are not surprised by helicopter activity.
No formal action was required; the presentation was intended to brief the council and residents on work logistics and timing.
