Brian Shured of Kimberly Horgan Associates presented a code‑compliant plan that includes a convenience store, 16 automobile dispensers, a separate heavy‑duty concrete pad with six truck fuel dispensers and angled short‑term truck parking intended for brief stops (not overnight parking).
Staff recommended approval, noting the site complies with the I‑65 overlay standards and thoroughfare plan, including required trail accommodations. Commissioners pressed the applicant on pedestrian access from the truck fueling area to the store and the number of fueling dispensers. Agree Realty and Speedway representatives said the layout follows standardized prototypical dimensions and that underwriters and tenants supported the number of dispensers. Representatives also said the operator standard practice is to remove underground tanks when a tenant leaves a site, addressing commissioners’ concerns about abandoned tanks.
Why it matters: the development places a retail and fueling use near existing warehouses and industrial traffic, with a dedicated truck fueling operation intended to separate truck and automobile circulation.
