Whitestown plan panel approves Paget Commons plan after developer agrees to bar extended‑stay hotel

The Town of Whitestown Plan Commission on Thursday conditionally approved a revised concept plan and primary plat for Paget Commons, a roughly 40‑acre mixed‑use project at County Road 550 South near the new interchange. Developer Derek Naber of New City Development presented a reworked master plan that reduces large retail footprints, adds a hotel and a daycare, removes a proposed car wash and relocates and nearly doubles the size of a central public park to improve neighborhood access.
Commissioners emphasized safety, traffic and buffering issues as they questioned the developer about park placement close to the interstate, the number and location of parking areas, and the height and placement of multifamily buildings. Naber said the plan shifts the multifamily buildings about 60 feet away from Edmonds Creek, reorients retail along a new north–south spine designed with pedestrian amenities and added landscaping and berms around the park.
During the hearing, a law‑enforcement representative said crime patterns are not determined by the presence of a hotel and pointed to design and leasing decisions as ways to reduce risk. Isaac Van Boche of UC Development described the hotel as a “high‑end” product and said it would not be an extended‑stay facility.
Chair moved and the commission voted to conditionally approve docket PC25‑058‑PP (primary plat) and PC25‑059‑CP (concept plan), subject to staff recommendations, submitted findings of fact and the express commitment that “there will be no extended‑stay hotel on the site.” Roll call recorded Miss Foley, Mister Gibson, Mister Snowberger, Mister McGee and Miss Hancock voting aye; the motions passed.
Why it matters: the revised plan reorients a major gateway site for Whitestown and ties the project into town infrastructure financing; the commission added the extended‑stay prohibition to address community concerns about the hotel type and to make the commitment enforceable as part of the approvals.
What’s next: the approvals were conditional on staff recommendations and standard follow‑up reviews; development plans and building permits will be reviewed on a parcel‑by‑parcel basis before construction.
