The Fulshear Development Corporation voted on Nov. 10 to adopt amended bylaws under CDC Resolution 2025-06, which updates several small drafting points and aligns the expenditure limit with city policy.
Why it matters: The bylaws change clarifies internal governance and spending authority: Article 9.5 removes a conflicting fixed-dollar amount and sets a single 'do not exceed' cap of $50,000 to match the city manager's standard.
Staff (Speaker 2) summarized the packet changes as mostly minor wording edits and explained council asked that the 'do not exceed $50,000' standard be used so it would be consistent across city boards. As staff put it, the previous language included a percentage and an outdated $10,000 figure; council preferred the single-dollar cap to reflect the growth of the budget.
Board members also discussed vacancy-notice language. Staff said council sought a practical approach that recognizes voluntary resignations may lack enforceable remedies and that an internal policy to notify council and relevant officials when vacancies occur would be appropriate.
A motion to approve Resolution 2025-06 was moved and seconded; the board voted 'Aye' and the chair announced the motion passes, adopting the amended bylaws.
Next steps: Staff will incorporate the approved language into the bylaws document and ensure internal notification practices are implemented to notify council, mayor and the city manager when board vacancies arise.
