DeKalb County’s TAD (tax allocation district) program has nearly $29.1 million in total assets and a special fund balance around $29.0 million, Vice President Tiffany Wills told the PECS Committee during the Q3 2025 financial update.
Wills reported approximately $1.3 million in tax increment revenue accrued during the first three quarters of the year, plus about $200,000 in interest and roughly $167,000 in expenses, yielding net income to date near $1.3 million. The board has seven pending applications across the county requesting about $19.8 million in TAD assistance; Wills noted that around 60% of eligible requests are for public infrastructure and higher‑cost projects, with a sizeable share for residential infill.
Two projects awarded in September stood out: the Cottages at Midway — a redevelopment of 2.1 acres into 18 cottage home‑ownership units, with 66% of units set aside for households earning up to 120% area median income — received an approximately $2.3 million award split across a subordinate loan (repaid at sale), a grant and a forgivable subordinate loan used as down‑payment assistance. The second award is for Candler Crossing at Candler and Glenwood — a roughly 7‑acre grocery‑anchored center announced to include a Publix and a detached retail building; one 2,000‑sq‑ft commercial unit will be rented at 60% of market rate for the first five years as an affordable commercial space.
Commissioners asked about establishing TAD advisory committees and eligibility for resident appointees where TAD boundaries include few residential parcels. Staff said Executive Director Dorian Jabbar and President DeBarr are working with county law to finalize committee structures and that the board intends to create committees and appointments in Q1 of the next year. The committee requested clear appointment procedures and confirmation of when board votes to create advisory committees might occur.
Wills also said the TAD program currently has pending applications reviewed for a mix of public infrastructure, residential and mixed‑use developments and that underwriting flexibility enabled the Cottages award structure.
