Derby — The Derby City Council on Nov. 10 authorized execution of a $5,791,801.30 contract to construct public improvements—streets, sanitary and storm sewer, water lines and a 16-inch water main—intended to serve phase 1 of the Sky Ridge (referred to in some remarks as Spring Ridge) development north of Derby North Middle School. The motion passed unanimously, 6-0.
Dan Squires, Derby’s development director, told the council the city solicited bids on five related projects combined into one contract and that the low bid was identified in the meeting record with variant spellings (transcript references include both “Meese Construction” and “Mize Construction”). Squires said the city, per its public-improvement finance policy, will pay just over 6.5% of the cost to upsize the water main from standard sizes because a 16-inch line serves more than the immediate development. "We've got just a little over 6.5% of that cost is being borne by the city at large," Squires said.
Council members discussed a temporary lift station included in the contract. Squires explained the lift station is intended to allow early development activity and "It'll be removed if, when the main so...when the North Lift Station in the district is constructed and the force main to go along with that, then we will no longer need this." City staff and the developer are coordinating timing so the temporary structure might not be needed if other work aligns.
Councilmember Nick Engel moved to authorize the contract; the motion was seconded and carried 6-0. Staff noted a second related bid package for a separate portion of the system was scheduled to open Nov. 18, and the city aims to coordinate timing to avoid building a temporary lift station if possible.
