The Lynnwood City Council voted on Nov. 10 to authorize the mayor to sign an agreement with Sound Transit outlining the terms for issuing a $5,000 refundable deposit related to a proposed Lynnwood Farmers Market.

Council President Nick Coelho described the action as an initial step to keep momentum on a community‑led market while staff continue negotiations, and acknowledged logistics and staffing would largely be handled by market organizers and the Chamber. Councilmember Parcel successfully moved to amend the authorization to specify the deposit is "refundable," and the amended motion passed by voice vote.

Several council members asked for the full agreement to be returned to council for review or to allow the mayor to raise questions if problematic terms appear. Staff confirmed funds were available by reallocating unused travel budgets.

Next steps: Once Sound Transit and city staff draft the formal agreement, councilmembers asked the mayor and staff to circulate the terms to the council; staff also indicated insurance and security requirements discussed in prior outreach would need to be addressed before a final market agreement is executed.
