The DeKalb County Board of Commissioners on Nov. 10 approved a substitute resolution establishing an Affordable Housing Fund, directing staff to prepare program guidelines and convene community engagement before any funds are spent.
Commissioner Michelle Long Spears (Presiding Officer) and Commissioner Messiah led the legislative effort. Director Ferguson (Planning & Sustainability) told the board the substitute replaces the word ‘‘trust’’ with ‘‘fund,’’ authorizes a phased annual general‑fund allocation scaling up to a maximum of 2% of the general fund over time, and calls for a program plan and administration proposal to be presented to the board no later than January 2026. He said the substitute lists eligible categories broadly to preserve flexibility while the administration and community working groups develop detailed criteria.
Commissioner Terry and other members emphasized the intention to prioritize rental affordability for the lowest‑income households — with a specific emphasis on households at 60% of area median income (AMI) and especially those at 30% AMI — while allowing limited homeownership assistance up to 120% AMI as a targeted homeownership tool. ‘‘This is a tool in the county toolbox,’’ Terry said, urging collaboration across departments and community groups.
The resolution also requires formation of a working group/advisory committee and at least two community listening sessions. Director Ferguson confirmed that no fund dollars will be spent until the board adopts a program plan and that staff will return in January 2026 with recommended program guidelines.
The board voted to approve the substitute resolution; commissioners signaled support for continuing collaboration with housing advocates and nonprofit partners to finalize implementation details.
