The Carson City Culture & Tourism Authority board unanimously approved an updated employee policies and procedures manual at its Nov. 10 meeting, replacing the prior Visit Carson City handbook from 2017.
David Peterson summarized the 33-page draft and highlighted key additions: expanded detail on compensation and holiday/overtime pay for support staff; a new outside-employment section; expanded attendance and leave language covering alternative work schedules, bereavement, parental and adoption leave, and leave without pay; and a newly added workplace harassment policy. "These updates have been made to provide better clarification of the employee benefits, define expectations, and set procedures for handling employee situations and relations," Peterson said.
Peterson told the board staff coordinated the updates with Carson City Human Resources to ensure federal and state compliance, including Fair Labor Standards and relevant leave statutes. The board approved a motion directing the executive director to manage and amend these policies on an ongoing basis, except when legal counsel advises that a proposed amendment requires board approval.
Board members praised the new workplace harassment language and asked staff to compare the CTA manual to city policies where appropriate in coming months. The motion to adopt the manual passed with an "aye" vote and no opposition.
