Miss Daly presented a recommendation that the city adopt the NIST Cybersecurity Framework to meet the requirements of Ohio House Bill 96 and to strengthen municipal cybersecurity posture across departments. "The NIST framework is a nationally recognized flexible approach...built around five key functions: identify, protect, detect, respond, and recover," she said, recommending adoption via formal resolution.
Council voted to adopt resolution 25-84. Members asked about potential costs and state support; Miss Daly said the city has been working with regional partners and Ohio Cyber Reserve resources and that some assistance is available through regional cooperative arrangements.
Council also approved resolution 25-85 amending various financial management policies to raise reserve balances and add clarifications for times of economic uncertainty; Mr. Reiter recorded an abstention on the roll call. Finally, council approved resolution 25-86 adopting uniform guidance policies over federal funds (aligning with 2 CFR Part 200 Uniform Guidance) to strengthen controls over federal grant expenditures.
Staff said these governance updates were reviewed by the finance committee and are intended to improve compliance, resiliency and internal controls.
