On Nov. 10 the Prince George’s County Council adopted CR137, approving the West Hyattsville/Queens Chapel sector plan with amendments, and CR138, the related sectional map amendment that sets detailed zoning for the same area.
The public hearing on related land-use proposals included lengthy, divided testimony. Supporters — including community advocates and members of the Glendale Citizens Association — urged that master plans represent community vision and called for stronger conformance to plan policies. Opponents, including development attorneys and planning practitioners, warned CB42 (a separate bill discussed the same day) and similar measures could politicize planning, create uncertainty for projects and conflict with the zoning ordinance.
After a brief recess and withdrawal of some motions on CB42, the council introduced CR137 and suspended the rules to consider it. The council then voted to adopt CR137 (motion recorded as carrying 11-0) and later adopted CR138 (sectional map amendment) with votes recorded in favor (motion recorded as carrying 10-0 with members temporarily away then recorded aye). Councilmembers who spoke in favor said the plan advances transit-oriented development, affordability and community priorities for the West Hyattsville corridor.
Next steps: the adopted sector plan and map amendment will guide zoning and development applications in parts of Planning Areas 60/68 (Hyattsville, Riverdale, Mount Rainier, Brentwood, Langley Park and adjacent unincorporated areas). Implementation and development proposals will proceed through Park and Planning and the Department of Permitting, Inspections and Enforcement under the revised guidance.
