Aliso Viejo council appoints Garrett Dwyer to fill vacancy

Aliso Viejo — The City Council on Tuesday appointed Garrett Dwyer to fill the council seat vacated by the relocation and resignation of former councilmember Hirt.
City Attorney Scott Smith explained the council’s nomination-and-majority-vote procedure for filling the seat. Councilmembers nominated three residents; after the first nomination, Garrett Dwyer received a majority in a roll-call vote and the city clerk administered the oath of office.
Dwyer, who ran for council in 2018 and cited two decades of community involvement — including volunteer work with Adventure Guides, AYSO and PTA service — thanked the council and said he looked forward to serving. “I think I can add some value to the council,” Dwyer said after taking the oath.
Two other applicants who spoke at the dais before the vote were Jason Sams, who emphasized school safety and housing affordability, and Nina Lynn, who highlighted nonprofit leadership and mental-health work.
The council proceeded immediately to the remainder of its agenda after the swearing-in. No additional conditions or assignments for Dwyer were recorded at the meeting; any committee or assignment decisions will appear on future agendas.
