The Texarkana City Council approved a slate of routine and land‑use measures at its Nov. 10 meeting, including consent agenda items, airport documents, municipal contracts and multiple zoning and permitting ordinances.
On the consent agenda the council approved minutes of the Oct. 13 meeting and several resolutions that included: authorizing a contract with Southwest Arkansas Telephone of Texarkana, Arkansas for fiber infrastructure at the South Regional Wastewater Plant (authorizing up to $195,480 over 10 years); approving the Texarkana Regional Airport 2026–2031 capital improvement plan necessary for federal grants; authorizing an airport land swap with Miller County; authorizing a McClellan Engineering agreement for up to $50,000 for engineering and passenger facility charge administration; approving a TSA lease renewal; and authorizing a one‑year tree‑removal contract (with four 1‑year renewals) not to exceed $115,000 with Premier Tree Service LLC. Council Member Matlock moved to approve the consent agenda; Council Member Hart seconded and the motion carried by voice vote.
During the public hearings portion the council approved multiple individual ordinances and permits by voice vote, including:
- A specific use permit (SDash819 / S12) to allow tattooing and permanent cosmetics at 5604 Summerhill Road (Suites 5 and 3 were considered in separate items and both passed).
- Rezoning and a companion specific use permit to allow a HUD‑code manufactured home at 2121 Buchanan Road (ordinance and SDash819 passed after applicant testimony).
- An amendment to PD‑15‑2 for site‑plan approval at 6813 Richmond Road.
- An ordinance closing and abandoning a 20‑foot alley in the Wells subdivision.
Most of the zoning and permit items were routine with no public opposition in the chamber; items that required additional votes or review were noted by staff. For example, a proposed rezoning on Briarwood Circle from Single Family‑1 to Two‑Family‑1 will require a three‑fourths council vote when formally considered Dec. 8; planning and zoning recommended denial of that request citing nonconformity with the surrounding neighborhood and staff reported citizen correspondence opposing the change.
All recorded motions and ordinance votes taken during the meeting passed by voice vote unless noted otherwise. Several items will return to the council on Dec. 8 for formal consideration following the first‑briefing process.
