Texarkana staff seeks public comment on draft CDBG CAPER; highlights job training, housing repairs and accessibility upgrades

City staff presented the draft Consolidated Annual Performance and Evaluation Report (CAPER) for the Community Development Block Grant (CDBG) program at the Nov. 10 council meeting and opened a public comment window ahead of a December public hearing.
Megan Price said the draft CAPER covers grant activity from Oct. 1, 2024, through Sept. 30, 2025, and that the city will accept public comment from Nov. 17 through Dec. 9 with a public hearing scheduled at the Dec. 8 council meeting. "Fifteen percent was spent on administration," Price said, noting the program stays under HUD caps. She told council that public‑service spending was 13% and that most funds were spent on general services: neighborhood projects, sidewalks, tree planting, community gardens and other infrastructure improvements.
Price highlighted several projects funded during the grant year: a job‑training program with Mission Texarkana funded for $20,000 (about $8,007.65 drawn so far), $18,000 to a local scholars program for youth programming, playground accessibility upgrades at Qutopia Park, facility upgrades at Randy Sam’s and the South Southwest Center, and housing repairs with Habitat. She said the city had spent down much of a prior $400,000 rollover and now expects to carry forward roughly $5,000 into the next program year once final draws are complete.
The city will accept written comments delivered to City Hall by 5 p.m. on Dec. 1, 2025, and will update the draft prior to the Dec. 8 public hearing. Price asked council members to direct community members to the scheduled public comment period if they wish to submit feedback.
A public hearing and council consideration of the CAPER will occur Dec. 8; final CAPER submission will follow any required changes after the comment period.
