City to release easements for Saint Agnes affordable housing; vacate small section of 13th Avenue to expand booster station

Public works staff (Eldon) told the council items 2 and 3 concern land and easement adjustments needed for two city projects. The first would release easements on the Saint Agnes site so Catholic Charities can build two proposed buildings for a 48‑unit affordable housing development along 7th Avenue and Government Way; staff said utility providers have agreed to a partial release and that the city could fully release the easement shown in green on the map and partially release the northern portion of the blue easement.
The second item concerns a small triangular unimproved segment of 13th Avenue that contains a city water booster station. Staff proposed vacating that portion of street at no cost to the city project so the booster station footprint could be expanded to increase service to the southwest/west plains area. That work would include removal of curb returns and unimproved‑street closure work; staff said signatures were obtained from the adjacent property owner on the south side.
Eldon said the apparent no‑cost approach is appropriate because the project is a city utility expansion and said staff is coordinating easement language with utility providers. He invited council questions and indicated staff could provide further mapping details and conditions tied to any vacation or release.
