Utilities staff summarized progress on the elevated storage tank, waterline relocations to eliminate dead-end hydrants and generator transfers at pump stations to improve emergency power.
Phillips reported the animal shelter expansion contractor missed the Oct. 28 substantial completion date and has entered liquidated damages; staff now expect substantial completion sometime in December but cautioned that date may shift. "They've entered into the liquidated damages phase of the project," Phillips said; he added staff are working daily with the contractor and are using a temporary solution at the old Parks & Rec building while the project is completed.
Finance staff noted strong early permitting revenue, reporting approximately 86% of expected revenue for the first month of the fiscal year, though sales tax receipts for October are not yet in. The city convened for an executive session and later reconvened with no further action needed.
