Fruita — The City Council on Tuesday approved two resolutions finding separate portions of a larger property at 1615 L Road eligible for annexation, clearing a procedural step required by state contiguity rules.
City planner Henry presented the measures as a serial annexation in two parts to meet Colorado requirements for contiguity under CRS 31‑12‑104(1)(a). He told the council the southern piece (resolution 2025‑39) covers roughly 27.46 acres and that the north piece (resolution 2025‑40) is about 13.7 acres; staff is joint applicant with the school district on the request.
After Henry’s presentation and no public comment, Councilor (speaker 7) moved to approve resolution 2025‑39; Deb Woods called the roll and the motion passed 6‑0. Council then heard the companion resolution 2025‑40; following a motion and second, council again approved the eligibility finding by roll call, 6‑0. Staff said both annexation applications will be considered under the public hearing schedule for Nov. 18 when ordinances will be presented.
Mayor (unnamed) and staff emphasized these votes are an eligibility determination required to begin annexation proceedings—additional hearings and ordinance votes will follow before property boundaries are changed or services extended.
Next steps: the council scheduled consideration of ordinances related to both serial annexation parcels at its Nov. 18 meeting for the next phase of the process.
